Subject: FY22 Budget Testimony: Fund Climate Justice and Good Jobs

Message:

Thank you for the opportunity to submit testimony on New Jersey's FY2022 budget. I am asking for the FY22 budget to:return the $82 million proposed raid to the Clean Energy Fund and keep the fund for its intended purpose of investment in a green economy, to return the $460 million raid from NJ Transit’s capital to operating budget, to identify a dedicated funding source for NJ Transit operations and capital, and to expand funding for green workforce development programs. Specifically, I ask that the increased toll revenue through NJ Turnpike Authority - which will be bonded for up to $16 billion, the ample $4 billion rainy day fund, and the recently passed American Rescue Plant be used as funding sources to make these critical long-term investments. As essential workers continue to depend on public transit, low-income New Jerseyans struggle to afford utility bills, many remain underemployed, and pollution and climate change amplify the risk of COVID-19, both transit and CEF programs are needed now more than ever. All New Jerseyans pay into the Clean Energy Fund through our utility bills, and we deserve to see a return on our investment through energy savings, access to good jobs, clean air and more. Plenty of equitable, secure and long-term funding options exist for transit, and there is no excuse to steal from other essential programs. The time is now to end raids to the Clean Energy Fund and NJT capital budget while maintaining NJT’s proposed operating budget. Sincerely,
